Best-In-Class (BIC) contracts are government-wide vehicles that OMB has designated as the preferred procurement solutions for common goods and services. Examples include vehicles like SEWP, Alliant, and various category management solutions.

Until now, BIC GWACs were managed by various agencies — NASA managed SEWP, NIH managed CIO-SP3, and so on. The new directive consolidates oversight and management of these vehicles under GSA.

Why This Matters for Contractors

Here's why every GSA Schedule holder should be paying attention:

  • GSA MAS Becomes Even More Important — As GSA consolidates procurement authority, the Multiple Award Schedule becomes the central hub for federal buying. If you're not on the GSA Schedule, you're increasingly on the outside looking in. In FY2024, GSA Schedule sales hit approximately $52 billion. That number is only going up.
  • Fewer Vehicles, More Competition Per Vehicle — Consolidation means fewer contract vehicles overall, which means more contractors competing on each remaining vehicle. Your proposal quality, pricing strategy, and past performance need to be sharp.
  • Pricing Transparency Increases — GSA's push toward Transactional Data Reporting (TDR) combined with BIC consolidation means the government will have unprecedented visibility into pricing across the entire federal marketplace. Make sure your pricing is defensible and competitive.

  • Get on the GSA Schedule If You're Not Already — This is no longer optional for serious government contractors. The GSA Schedule is becoming the primary on-ramp to federal sales. If you don't have one, start the application process now.
  • Optimize Your GSA Advantage Presence — With GSA consolidating BIC vehicles, more agencies will be shopping on GSA Advantage and the FCP (Federal Catalog Program). Make sure your product listings are complete, accurate, and competitive.
  • Build Relationships with GSA COs — As GSA takes on more vehicle management, the GSA Contracting Officers overseeing your schedule become even more important. Maintain strong communication and compliance.
  • Track the Transition Timeline — BIC consolidation won't happen overnight. Follow updates from GSA's Federal Acquisition Service and industry groups to understand which vehicles are transitioning and when.
  • Diversify Your SINs — If you currently have a narrow set of SINs on your GSA Schedule, consider adding more to capture a broader range of opportunities as procurement consolidates.
