Refresh #30 Is a Big Deal — Don't Sleep on This One

GSA's Federal Acquisition Service released MAS Solicitation Refresh #30 in late 2025, and this isn't your typical clause cleanup. Refresh #30 incorporates provisions tied to the Revolutionary FAR Overhaul (RFO) initiative, making it one of the most substantive MAS updates in recent memory.

If you're a current GSA Schedule holder, these changes will hit your contract through a mass modification. If you're in the process of applying for a GSA Schedule, the new solicitation is what you're responding to. Either way, you need to understand what changed.

The Key Changes in Refresh #30

Here's what I'm flagging for my clients:

  • Revolutionary FAR Overhaul (RFO) Provisions — Refresh #30 is the first MAS solicitation update to incorporate RFO changes. These are the early-stage provisions from the broader FAR overhaul, focused on simplifying procurement language and removing redundant regulatory requirements.
  • Updated Clause Matrix — Several clauses have been added, revised, or removed. If you maintain a compliance matrix (and you absolutely should), now is the time to update it. Pay particular attention to changes in Section I (Contract Clauses) and any new provisions in Section H.
  • SIN Updates — Some Special Item Numbers have been revised or consolidated. If your SINs were affected, you may need to update your GSA Advantage listings and your approved price list to reflect the new structure.
  • Reporting and Compliance Changes — Refresh #30 includes updates to reporting requirements that affect how you submit sales data and maintain compliance with your contract terms.

What the Mass Modification Means for Existing Contractors

If you already hold a GSA Schedule, Refresh #30 changes will come to you via a mass modification. Here's what that means in practice:

  • It's Automatic — You don't need to request the modification. GSA will issue it to all MAS contractors. But you do need to read it and understand what changed on your contract.
  • Review the Modification Carefully — When I was a CO, I saw contractors routinely ignore mass modifications. That's a mistake. Modifications can change your obligations, reporting requirements, and even the terms under which you can adjust pricing.
  • Update Your Systems — If the modification changes any of your SINs, pricing terms, or reporting obligations, update your internal tracking systems, your GSA Advantage listings, and your commercial price list accordingly.

Impact on New Offerors

If you're currently preparing a GSA Schedule offer, Refresh #30 is the solicitation you'll be responding to. Key things to keep in mind:

  • Use the Latest Solicitation — Make sure you're working from the current version of Solicitation 47QSMD20R0001 with Refresh #30 incorporated. Using an outdated version is one of the most common reasons offers get rejected.
  • Align Your Proposal — Your technical proposal, pricing narrative, and compliance documents should reflect the updated requirements. Don't recycle content from an older proposal without checking it against the new solicitation.
  • Check SIN Eligibility — If SINs have been revised or consolidated, make sure the SINs you're applying for still exist and that your products or services align with the updated descriptions.

  • Download and Read the Full Refresh — Go to the GSA MAS solicitation page and pull the latest version. Read the summary of changes document that accompanies each refresh.
  • Update Your Compliance Tracking — Map the new and revised clauses against your current contract. Identify any gaps or new obligations.
  • Brief Your Team — Your contracts, BD, and operations teams all need to understand how Refresh #30 affects their work.
