The Contractor Performance Assessment Reporting System (CPARS) is getting a major overhaul as part of the FY2026 National Defense Authorization Act. What's Changing

The CPARS overhaul addresses several long-standing issues with the system:

  • Standardized Evaluation Criteria — One of the biggest complaints about CPARS has been inconsistency. Different agencies, different COs, different standards. The overhaul pushes for more uniform evaluation criteria so that a "Very Good" rating from one agency means the same thing as a "Very Good" from another.
  • More Frequent Evaluations — Instead of annual assessments that often get delayed or forgotten, the new framework encourages more frequent check-ins on contractor performance. This means more data points and a more accurate picture of how you're performing.
  • Contractor Response Process Improvements — The current system gives contractors the right to respond to their evaluations, but the process can be clunky. The overhaul aims to streamline the rebuttal and response process so contractors can address unfair ratings more effectively.
  • Integration with Other Databases — Expect tighter integration between CPARS and other government databases like SAM.gov and FPDS. This gives evaluators a more complete picture of your performance history.

Why This Matters for GSA Schedule Holders

You might be thinking, "I'm on a GSA Schedule — CPARS is more of a DoD thing." Not true. Here's why CPARS matters for every GSA contractor:

  • Task Order Competitions — When agencies issue task orders off your GSA Schedule, they evaluate past performance. CPARS is the primary source. If you don't have strong ratings, you lose to competitors who do.

  • Cross-Vehicle Leverage — If you're pursuing OASIS+, SEWP, or other vehicles in addition to your GSA Schedule, your CPARS ratings carry across all of them. Building a strong CPARS portfolio on your GSA Schedule work pays dividends everywhere.

How to Protect and Build Your CPARS Ratings

  • Don't Wait for the Annual Review — Proactively communicate with your COR (Contracting Officer's Representative) and CO throughout the period of performance. If issues arise, address them immediately rather than letting them fester until the CPARS evaluation.
  • Document Everything — Keep detailed records of deliverables, milestones, customer feedback, and any challenges you overcame. When CPARS evaluation time comes, provide your CO with a summary of your accomplishments.
  • Respond to Every Evaluation — Even if your rating is positive, use the contractor response field to highlight specific achievements. If the rating is negative or unfair, respond professionally with documentation to support your position.
  • Train Your Program Managers — Your PMs are on the front lines of performance. Make sure they understand that their day-to-day execution directly impacts your CPARS ratings and your ability to win future work.
  • Request Interim Evaluations — If you're performing well, ask your CO if they'd be willing to provide an interim evaluation. More positive data points in the system strengthens your past performance narrative.
