The General Services Administration's (GSA) Integrated Award Environment (IAE) has been industriously striving to consolidate several government systems into one universal platform known as the System for Award Management (SAM). Unveiled in the year 2012, SAM initiated its journey with the integration of three pivotal systems - Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). By the conclusion of the fiscal year 2020, the overarching project aspired to incorporate ten additional government systems into SAM.

Systems Migrating to beta.SAM

The systems chosen for consolidation into SAM, which is now termed as beta.SAM, comprehend the following:

  • Catalog of Federal Domestic Assistance (CFDA): This is a database encompassing all assistance programs.
  • Contractor Performance Assessment Reporting System (CPARS): It consists of documentation pertaining to contractor performance.
  • Electronic Subcontracting Reporting System (eSRS): This involves reporting data pertaining to subcontracting.

beta.SAM in the Making

The second phase of the consolidation brought forth beta.SAM.gov. This site serves as a forward-facing platform during the transition, with the overarching goal of replacing the existing SAM.gov. Scrutinizing the current status, we can see that the data from CFDA and WDOL have migrated to beta.SAM, and PPIRS data has been coalesced with CPARS.

FBO Transition to beta.SAM

The changeover from FBO.gov to beta.SAM incorporates several key points. It is crucial to note that FBO accounts and search agents won't be automatically transferred; users must set these up in beta.SAM independently. Moreover, the transition involves some terminology updates, such as the term 'Watchlist' being replaced by 'Follow', and 'Search Agent' converting to 'Saved Search'.

  • Users are required to manage separate accounts for FBO and beta.SAM until FBO is officially decommissioned.

Users should ensure that their registrations and passwords are actively updated in each legacy system until its retirement. It is advised to register on beta.SAM, familiarize with the new layout, and set up searches and follows. beta.SAM leverages login.gov for accounts. Additionally, non-federal users must register as "entity" users in order to save searches, follow records, and run reports.

Current Status of beta.SAM Transition

  • Completed: The data from CFDA and WDOL have successfully migrated, and PPIRS' data has been merged with CPARS effectively.
  • In Progress: The data from FBO, SAM, FPDS-NG are in beta.SAM, with legacy sites still active for use.
