Done with Duns: A significant Transition in Federal Contracting

As of November 2020, the General Services Administration (GSA) has postponed the transition from the Dun & Bradstreet (D&B) Data Universal Numbering System (DUNS) numbers to a new Unique Entity Identifier (UEI) system until April 2022. Understanding the DUNS Number

The DUNS number, a nine-digit identification number provided by D&B, has been an intrinsic part of the federal registration process. Entities necessitate a DUNS number to register in the System for Award Management (SAM) to qualify for federal contracts and assistance.

The Initiative to Replace D&B

In 2017, GSA initiated the process to replace the D&B's DUNS number system following the impending expiration of D&B's contract in 2018. This move led to the release of the RFP in August 2018, followed by awarding of the contract for Entity Validation Services to Ernst and Young LLP in March 2019.

Transition to SAM Managed Identifiers (SAMMI)

In a major overhaul to the current registration process, GSA is planning to transit from DUNS numbers to SAM Managed Identifiers (SAMMI) as the new UEI in SAM. This shift is primarily to streamline the entity validation process and to deter the dependence on a single contractor.

Postponement of the Transition

The transition, originally targeted for completion by December 2020, has now been prolonged to April 2022. This extension is to ensure adequate time for entities and the GSA to brace for the transition.
