Explore Blackfyre's insights on GSA’s consolidation of 24 Schedules into a single one, understand its impact, phases, and our role as a leading GSA Schedule Consulting firm.
At the forefront of GSA Federal Schedule Consulting, Blackfyre keeps pace with the latest trends and changes. One major development we are closely following is the General Services Administration's (GSA) decision to integrate all 24 GSA Schedules into a single Schedule. This is a substantial shift in the federal procurement landscape. In this blog post, we provide a comprehensive update on this consolidation plan and its implications for both existing and potential contractors:
The GSA recently made public its strategy to streamline the 24 existing GSA Schedules into one single Schedule. This strategic decision is part of a bigger initiative to simplify the procurement protocol for government agencies and vendors alike. The integration process is to be implemented in stages with the goal of refining contract management and presenting a more homogenous set of terms and conditions.
Phase 1: All new offerors will be directed to the single, consolidated GSA Schedule in the fiscal year of 2019. The 24 existing GSA Schedule solicitations will be discontinued.
Phase 2: In the fiscal year 2020, GSA will issue a mass modification to shift companies holding only one GSA Schedule Contract to the newly amalgamated GSA Schedule.
Phase 3: Later in the fiscal year 2020, GSA will initiate cooperation with corporations holding multiple GSA Schedules to merge their contracts into one.
Existing Contractors: Current contractors should anticipate and prepare for the transition to the unified Schedule. This comprises understanding any modifications to terms and conditions and preparing for the mass modification process.
New Contractors: Those considering becoming contractors should continue with the application processes for obtaining a GSA Schedule. The consolidation should not be viewed as an obstruction in conducting business. Instead, it's a continuous transition that the GSA will manage in cooperation with the contractors.
In their ongoing efforts, GSA plans to significantly cut back the number of Special Item Numbers (SINs) from the approximate 1,000 currently in operation as they are reviewed for repetition and relevance. This could affect how products and services are classified and offered under the newly established Schedule.
In the new Schedule, Cooperative Purchasing and Transactional Data Reporting (TDR) will be applied at the category level. Contractors either currently operating in or contemplating these programs should stay updated about the post-consolidation implementation.
