The FCP Baseline is the one-time migration of your GSA Multiple Award Schedule catalog onto GSA's FAS Catalog Platform. Until it's accepted, you can't add a service, update a price, or add a SIN. Why does the FCP Baseline trip up so many GSA contractors?

Because it isn't a form — it's a structured data file that has to mirror your awarded contract exactly, and one bad line sends the whole thing back to the start.

  • Your services pricing has to become a Services Plus File — structured data, priced out through year 20, to four decimal places.
  • The file runs through three rounds of error processing. One rejected line sends you back to round one.
  • Get the baseline wrong and you can't simply redo it — you file a separate correction modification.
  • Product catalogs must meet new name and description rules or they throw errors on every submission.

A botched baseline quietly locks your contract: no price updates, no new labor categories, no new SINs until it's fixed. GSA is inviting contractors on a rolling basis — if your invitation hasn't landed yet, it will.

How does it work?

  1. Sign the agreement.

    Sent electronically; takes about a minute.

  2. Send me three things.

    Your company letterhead, your latest price proposal spreadsheet, and the document titled "Final Proposal Revision" from your award. Can't find the last one? Your awarded contract documents plus the price proposal are enough.

  3. Authorized Negotiator modification.

    On the $500 option, you sign two short letters and upload them in eOffer. GSA typically posts it in 7–10 days. No charge.

  4. I build your Services Plus File.

    From your awarded pricing, priced through the life of the contract, checked against the FCP business rules. You review and approve it.

  5. Submission and error rounds.

    I submit the Catalog Baseline modification and clear every round of FCP error processing. Rejections are my problem, not yours.

  6. GSA accepts. Your catalog goes live.

    Your contract is unlocked for every future change, and the invoice goes out.

What is the FCP Baseline?+

What happens if the baseline is submitted wrong?+
You cannot simply redo it. Errors have to be fixed through a separate correction modification, and until the baseline is accepted every other change to your contract is blocked.
Does the price depend on the size of my catalog?+
No. The fee is a flat $500 as your Authorized Negotiator or $750 if you submit yourself, whether your catalog has ten line items or ten thousand.
