When Is GSA MAS Refresh #33 Coming Out, and How Do You Accept the Mass Mod?

As of September 30, 2026, GSA has not issued MAS Refresh #33. The Federal Acquisition Service moved the release from September to October 2026 and has not named a date. When it drops, you get 90 days to accept the mass modification, and the new terms govern only orders and BPA calls issued after the mod's effective date.

Has GSA issued MAS Refresh #33 yet?

No. As of September 30, 2026, Refresh #33 has not been issued. The MAS solicitation 47QSMD20R0001 on SAM.gov was last updated June 4, 2026 with Refresh #32, and the Vendor Support Center still lists Refresh #32 as current. GSA's Interact notice says October 2026, with no specific day announced.

GSA says the slip is to integrate updates fully before release, and the September 24 addition shows the content is still moving. If you read our original Refresh #33 breakdown covering FASt Lane, the GSAR 552.540-70 and 552.540-71 supply chain provision and clause, and CD-2026-03, that substance still stands. The date does not.

What changed in the Refresh #33 draft since the September notice?

Two additions landed after the original notice. On September 11, GSA added revisions to the SIN 561510 Travel Agent Services Statement of Work and Price Proposal Template. On September 24, GSA added three new subgroups under SIN 517312 Wireless Mobility Solutions in the IT Large Category's Telecommunications subcategory (F09).

The three new SIN 517312 subgroups are:

• Managed Mobility Services — device lifecycle management, including MDM, UEM, and mobile threat protection.
• Managed Wireless Service — end-to-end management of cellular, Wi-Fi, fixed wireless, and satellite connectivity.
• Enterprise Access, Connectivity, and Transport Services — WAN, MAN, and LAN over Carrier Ethernet, broadband, and fiber.

Placement is not automatic. New offerors and existing contractors may request a subgroup, subject to GSA technical review and approval.

What is the 90-day mass modification window, and when does the clock start?

The Refresh #33 mass modification must be accepted no later than 90 days after GSA issues it. The clock runs from issuance, not from when you open the email. That is a longer window than the last two refreshes, which gave contractors 60 days for Refresh #31 and 30 days for Refresh #32.

Do not read 90 days as permission to wait. From the Contracting Officer seat, missed mass mods were rarely a window problem. The notice went to an Authorized Negotiator who had left the company.

Which orders do the Refresh #33 terms apply to?

The Refresh #33 terms apply to every new task order, delivery order, and BPA call issued after the mass modification's effective date. Orders issued before that date stay under the terms in effect when they were awarded. Your existing order book does not get rewritten; your next order does.

The BPA row surprises people. A BPA established two years ago does not freeze the Schedule terms beneath it; the next call after the effective date picks up the new product substitution language and supply chain clause.

What happens if you do not accept the mass mod?

Nothing good. Unsigned changes do not disappear; GSA rolls them into the next mass modification, and the Mass Mod system will not let you accept a newer refresh until you act on the older one. Outstanding mass mods also stall option exercises, and GSA has put contracts at Contracting Officer cancellation discretion for missing a required mod.

• Stacking. Per GSA's mass modification guidance, an unsigned Refresh #32 gets folded into your Refresh #33 SF30.
• Sequencing. GSA's Mass Mod FAQ says you must accept the previous mass mod before the latest one.
• Option risk. The Vendor Support Center lists outstanding mass mods among the common problems that delay the OPEN option process.
• Cancellation exposure. For the Refresh #31 TDR mass mod (A909), GSA told contractors that non-acceptance meant the contract "may be cancelled at the discretion of the Contracting Officer." Expect the same posture on any required refresh.
• Expired window. Your Administrative Contracting Officer (ACO), not your PCO, coordinates any extension.

How do you review and accept the Refresh #33 mass mod?

Mass modifications are accepted in GSA's Mass Mods system at mcm.fas.gsa.gov, not in the regular eMod modification queue. eMod is where you fix your Authorized Negotiator list beforehand. Once the mod issues, an Authorized Negotiator logs in with multi-factor authentication, reviews the contract-level SF30, and accepts.

Before GSA issues the mod

1. Sign in to eOffer/eMod with your FAS ID and confirm who is listed as an Authorized Negotiator with signing authority.
2. Remove anyone who has left, including pre-award consultants you no longer want representing you.
3. Check each negotiator's email. GSA's Mass Mod FAQ says an Authorized Negotiator's email cannot be edited; you delete the negotiator and re-add them with the new address.
4. Register and activate multi-factor authentication in the Mass Mods system. GSA requires it of first-time and prior users alike.
5. Add gsa.gov to your trusted senders so the notification and verification codes do not land in spam.

After GSA issues the mod

1. Watch for the notification email sent to your Authorized Negotiators with access instructions.
2. Go to the Mass Mods site, select Contractor Login, enter your email and password, and enter the six-digit verification code.
3. Open the pending Refresh #33 mass mod for your contract number.
4. Read the contract-level SF30 and its attachments. Compare it to the solicitation-level SF30 that GSA posts on the Vendor Support Center; the two differ, and the contract-level version shows exactly what changes on your contract.
5. Accept the modification.
6. Save the confirmation email and the printable SF30. It becomes part of your contract file, and GSA copies your PCO and ACO.

What changes for SIN 561510 Travel Agent Services holders?

GSA is revising both the SIN 561510 Statement of Work and its Price Proposal Template. The changes add Department of Defense CLINs, a Transactional Data Reporting section, monthly IFF reporting, a VIP service level agreement, an 85% customer satisfaction SLA, and a new eOffer tab that makes certain ancillary CLINs mandatory for new Travel Management Companies.

Watch the monthly IFF line. GSA already made TDR mandatory under Refresh #31; the travel SOW now spells that cadence out inside the SIN. If your back office batches travel IFF quarterly, fix it before the refresh. If you want to price the new DoD CLINs, read the final PPT the day it posts and ask your CO how existing TMCs should add them.

What should you do between now and the October release?

Use the delay. Clear any unsigned Refresh #32 mass mod, clean your Authorized Negotiator list in eMod, register for Mass Mods MFA, and flag which Refresh #33 changes touch your SINs, so you can accept in the first week instead of the last.
