GSA retired the 2nd Generation Information Technology (2GIT) Blanket Purchase Agreement on September 30, 2026. Agencies that bought laptops, software, and IT supplies through 2GIT now buy through the Multiple Award Schedule (MAS) and three device-specific BPAs. If you sold through 2GIT, your MAS catalog is now your storefront, and it needs work before agencies spend Q1 money.
I spent eighteen years in federal acquisition as a Contracting Specialist and Contracting Officer at GSA, IRS, DoD, DOI, HHS, FTC, and Energy. I have watched vehicles sunset before. The vendors who lose share are rarely the ones with bad products. They are the ones who assume buyers will find them on the new vehicle without any change on their side.
What exactly did GSA announce about 2GIT?
GSA announced on September 30, 2026 that it is sunsetting 2GIT effective that day. Products and services agencies bought through 2GIT will be available through MAS and through device-specific BPAs built for high-volume buys. GSA tied the decision to Executive Orders 14240 and 14271, which push consolidation into fewer governmentwide vehicles.
- Effective date: September 30, 2026, the last day of fiscal year 2026.
- Replacement: no 2GIT II. GSA cancelled the 2GIT II industry day planned for October 2025.
- Policy basis: EO 14240 on consolidated procurement and EO 14271 on commercial, cost-effective solutions.
- Supply chain: GSA says the SCRM and C-SCRM protections that set 2GIT apart now apply across all of MAS.
- Transition help: GSA is giving Contracting Officers Vendor SCRM templates to drop directly into MAS-based orders.

Which MAS SINs absorb what agencies used to buy on 2GIT?
GSA maps most 2GIT purchases to four MAS Special Item Numbers in the IT Large Category: 33411 for new hardware, 532420L for leasing, 511210 for software licenses, and 54151 for software maintenance. High-volume devices go to three separate governmentwide BPAs instead.
| What the agency used to buy on 2GIT | Where it goes now | What you need on your contract |
|---|---|---|
| New IT hardware and electronic equipment | MAS SIN 33411 | SIN 33411 awarded, products loaded in your catalog |
| Equipment leasing | MAS SIN 532420L | SIN 532420L with lease terms in your pricelist |
| Software licenses | MAS SIN 511210 | SIN 511210 and the publisher's license terms on file |
| Software maintenance | MAS SIN 54151 | SIN 54151 with maintenance tiers priced |
| Hardware repair and maintenance | MAS SIN 811212 | SIN 811212 if you service what you sell |
| Printers | Governmentwide Printer BPA | A BPA award, not just a MAS contract |
| Ruggedized laptops and tablets | Governmentwide Rugged BPAs | A BPA award, not just a MAS contract |
| Standard laptops and desktops | Strategic Solutions for Desktops and Laptops BPAs | A BPA award, not just a MAS contract |
The device BPAs matter more than most resellers think. If your volume was standard laptops, the big orders now go to the incumbents on those BPAs. Your MAS contract still wins the one-off, mixed-item, and small-business set-aside buys.
I held a 2GIT BPA. Do I need a new contract?
Usually not. 2GIT BPAs were established under GSA Schedule contracts, so most holders already hold a MAS contract. Your job is to make that MAS contract compete for orders the BPA used to deliver without a fight.
When I was a Contracting Officer, the BPA did half the vendor's selling. The agency had already decided where to buy, and the competition was among a short list. On straight MAS, the buyer posts an RFQ in eBuy under FAR subpart 8.4, either FAR 8.405-1 or FAR 8.405-2, and can see every Schedule holder on the SIN. That is a bigger field and a different price conversation.
- Pull your 2GIT order history for fiscal years 2024 through 2026 and list every agency, product line, and ordering Contracting Officer.
- Check each product against your MAS catalog in GSA Advantage. If it was on the BPA but not on your Schedule, a buyer cannot order it from you on MAS.
- Compare your BPA price to your MAS price. BPA prices were discounted below Schedule prices. Buyers remember the BPA number.
- Confirm your SINs match the mapping table above, especially 532420L and 811212, which many resellers never added.
- Contact your former ordering COs and tell them your MAS contract number and the SINs that cover what they bought.
Will agencies still demand 2GIT-level supply chain documentation?
Yes. GSA says the SCRM and C-SCRM requirements carry over, and it is handing Contracting Officers templates to insert into MAS orders. Expect supply chain questions in RFQs, plus the new MAS supply chain risk evaluation that Refresh #33 added at the contract level.
- Original equipment manufacturer (OEM) authorization: a current letter showing you are an authorized reseller for each brand.
- Country of origin: Trade Agreements Act compliance under FAR 52.225-5 for every part number.
- Section 889 representation: current FAR 52.204-24 and 52.204-26 answers in SAM.gov.
- Chain of custody: who touches the product between the OEM and the agency dock.
- GSAR Part 540 readiness: ownership and foreign influence answers for the evaluation covered in our post on what GSA checks in the new supply chain risk evaluation.
As a Contracting Specialist, I saw the same pattern every time a vehicle closed. The first RFQs after a sunset carry the old vehicle's requirements word for word. The CO copies the last statement of work. Have the 2GIT-style SCRM package ready to attach on day one.
What if my catalog is locked by the FCP baseline?
This is the trap. If your contract is in the FCP catalog baseline process, you may not be able to add SINs or change prices until the baseline is accepted. Former 2GIT holders who need new SINs or product lines should check their FCP status before filing any modification.
| Your FCP status | What you can do now |
|---|---|
| Baseline accepted | File the add-SIN or add-products modification in eMod and FCP now. |
| Baseline invited, not submitted | Submit the baseline first. It clears the path for every other change. |
| Baseline rejected | Fix the correction modification first. See how to fix a rejected baseline. |
| Not yet invited | Prepare the product file and SCRM package so you can move the week the invitation lands. |
The details on the freeze are in our post on why you cannot add SINs or update prices during the FCP baseline. Read it before you promise a former 2GIT customer a new product line in October.
How should IT resellers price MAS orders now that the BPA is gone?
Price your Schedule at a level you can defend, then discount at the order level. Under FAR 8.405-4, you can offer a spot discount on any MAS order without a modification. Do not cut your Schedule price just to match an old BPA number.
- Keep your MAS price as the ceiling. GSA negotiates it once, and you live with it for the contract term.
- Use order-level discounts to match the BPA price on a specific RFQ. That number does not lower your Schedule price.
- Watch your TDR reporting. Transactional Data Reporting captures the discounted prices you actually charge, and GSA sees them.
- Offer agency BPAs. Under FAR 8.405-3, an agency can set up its own BPA against your MAS contract with volume pricing.
Across our 70+ proven GSA contract awards, the resellers who held share through a vehicle change all did one thing. They priced the Schedule honestly and competed hard at the task-order level. The ones who slashed their Schedule price to chase volume gave up margin on every future order.
Should a new IT reseller get on MAS to capture former 2GIT spend?
Yes, if you have TAA-compliant products and two years of corporate experience. MAS accepts offers continuously, and IT buying that used to sit on 2GIT now has to land on MAS or the device BPAs. Start the offer now, because evaluation takes months.
- Register or renew in SAM.gov with the right NAICS codes for IT equipment and software.
- Confirm TAA compliance for every part number you plan to offer.
- Collect OEM authorization letters and commercial sales data for your pricing narrative.
- Pick SINs from the IT Large Category using the mapping table above.
- Build the offer in eOffer under the current MAS solicitation, including the Refresh #33 supply chain responses.
If you are under two years old, look at Springboard. If you have an agency asking for you by name, ask about FASt Lane. Both shorten the path, but neither skips the pricing review.
What Should You Do Now?
- Stop quoting against 2GIT. No new orders can be placed after September 30, 2026.
- Match every product you sold on 2GIT to a MAS SIN and confirm it is in your catalog.
- Check your FCP baseline status before filing any add-SIN or add-product modification.
- Build one SCRM package with OEM letters, TAA, Section 889, and chain of custody, and attach it to every RFQ response.
- Keep your Schedule price defensible and use FAR 8.405-4 spot discounts to compete on individual orders.
- Tell your former ordering COs your MAS contract number and SINs this month.
If you need your Schedule rebuilt to catch former 2GIT business, or you want to get on MAS for the first time, start with our GSA Schedule service. We handle the SIN mapping, the FCP baseline, and the supply chain package so you can focus on the orders.
Frequently Asked Questions
When did the 2GIT BPA end?
GSA sunset the 2nd Generation Information Technology (2GIT) Blanket Purchase Agreement effective September 30, 2026. GSA has not announced a replacement vehicle, and it cancelled the planned 2GIT II industry day in October 2025. New IT product buys now route through MAS and device-specific BPAs.
What replaces 2GIT for federal IT purchases?
The GSA Multiple Award Schedule (MAS) replaces it for most buys, plus three device-specific BPAs for high-volume items. Those BPAs cover printers, ruggedized laptops and tablets, and standard laptops and desktops. Everything else goes through MAS orders or MAS-based BPAs that individual agencies set up.
Which MAS SINs cover what agencies used to buy on 2GIT?
GSA maps most 2GIT purchases to four MAS SINs. New IT hardware goes to SIN 33411, equipment leasing to SIN 532420L, software licenses to SIN 511210, and software maintenance to SIN 54151. Hardware repair and maintenance work typically sits under SIN 811212.
Do orders already placed on 2GIT stop on September 30?
No new orders can be placed against 2GIT after the sunset. An order issued before that date generally runs under its own terms and period of performance. Read the order itself and confirm with the ordering Contracting Officer before assuming any option or follow-on can still be exercised.
Do I need a new contract if I held a 2GIT BPA?
Usually not. 2GIT BPAs were established under GSA Schedule contracts, so most holders already have a MAS contract. The work is making sure your MAS catalog, SINs, pricing, and supply chain documentation can win the orders that used to come through the BPA.
Does 2GIT's supply chain vetting still apply on MAS?
Yes, in a different form. GSA says it moved the SCRM and C-SCRM lessons from 2GIT into the whole MAS program and is giving Contracting Officers Vendor SCRM templates to insert into MAS orders. Expect those questions in eBuy RFQs, not just at the BPA level.
Can a new IT reseller get on MAS to capture former 2GIT spend?
Yes. MAS accepts offers continuously, so there is no closing date. You need two years of corporate experience unless you qualify for Springboard, TAA-compliant products, an active SAM.gov registration, and pricing GSA can find fair and reasonable.
